The standard iPad charger is designed to output 5 volts at 2.1 amps ( ~10 watts)

The USB battery charging specification that was added in March 2007 allows for a max of 1.8amps to be drawn.

The iPhone’s standard compact power adapter runs at 5V at 1.1 amps (~5 watts)

Computers have the ability to adapt the voltage that are sent to the ports, thus why you sometimes need a driver update.  Read the tinterweb there appears to be lots of people having issues with charging this thing!

My iPhone charger will slow-charge my ipad perfectly fine...

The USB port in my car wont... make of that what you will ;)

What charger is that?  Main, 12v socket or USB in PC?

Mains.

My Dell Laptop also slow charges.

Anyone know exactly how much the USB in the punto pushes out? I think its under-specification tbh.

Playing music, running sat nav and charging via the USB port in the car, my phone actually looses charge...

I read somewhere that if the ipad says not charging when plugged into a USB it may still charge slowly when turned off. Certainly my ipad retains charge/charges slowly even when on when plugged into my laptop even though it says it isn't. It's a brand new laptop so it's not like it's an ancient USB socket.
